"Special Operations" command has essentially turned into a political hit squad; looks like they dusted off the old Operation Phoenix manual and used it in Afghanistan.

You are thinking of a similar initiative, to use intel teams to eliminate high-value targets, but Cheney's idea was somewhat detached from the military, whereas McChrystal was all about using the military.

Maybe a minor point, it all depends on your perspective, pick one:
1) Does the MIC have hit squads? Yes.
2) Do the different details of different hit squads, and their command and control, matter? Yes.
