Is DC similar to a plantation since the people there have no representation in congress

I saw this said on a television program. Is there something that Obama and Dems are doing to right this wrong?

1. DC has a nonvoting member of Congress...

Washington DC is a Federally controled area under the direct control of Congress. There have been attempts to rectify this, but none successful. Chances are, it would take a Constitutional Ammendment to change that. It has been that way since Washington D.C. was built as the capital.

and looking at some of the actions of the Congress...what States do have representation in Congress?
