Who was calling the teachers bill a "bailout"?

Was it the Professional Left^TM or some other group?

Update: Turns out it's RWers who called the emergency bill a bailout, and yet Gibbs used that as an example of why he felt it necessary to lash out at the left. He created the false impression that progressive journalists and pundits were attacking the teachers bill.
