2. The Dems have a full plate and want to get as much done as possible...

in this lame duck session before the great Republican takeover in January.

The GOP, on the other hand, are hoping like hell that they can run out the clock on all this stuff. No doubt, that factored into their "pledge" requiring the tax thingy be settled before moving to anything else. Truth: the quicker we can put that to bed, the more time for (the possibility) of other stuff moving forward.
