Is what Bernie is doing an "actual" filibuster or not? Was the compromise up for a vote?

Is what Bernie is doing an "actual" filibuster or not? Was the compromise up for a vote?
If not, what will is accomplish? I love the message and want the compromise to fail but I am a bit confused with all this.Why are Senators who previously came out against the compromise no silent and what is the meaning( practical application beyond persuation) of Brown and Landreuis support?
I am wondering about about this. Any Senate rules experts out there? I swore I read Bernie said this crap was gonna pass anyway. And what happens since the house opposes it?

1. No. He's just venting. There will be a vote on Monday. And I bet he'll vote for it.

The House will pass their version and then they'll get together to combine them to a final bill.

Perhaps this is simply tipping the hand to show, "We did this, wait until this thing goes for a vote and a real filibuster occurs."

Yes, I am viewing this through a rose colored lens.

10. The entire house does not oppose it, not on record anyway
only the democratic caucus opposes it by a voice vote.
When the entire house votes, it could be entirely different result.
