12:03 - Never mind. Did some quick online research. He's the seventh and youngest son of Mayor Richard Daley.

11. No, he's Mayor Daley's brother
My guess is it was a quid pro quo deal. Emmanuel has long had ambitions to be mayor. The mayor had outlasted his father and his wife, who he is devoted to, is quite ill. He didn't get the Olympics, so he had no reason to stay. He moves aside for Rahm and makes sure his brother is well taken care of. The Daleys definitely shovel some shit, but they know how to get things done without the bombastic style of Rahm.
