Americans *did* have their nappies in a knot over Clinton's not seeking Congressional approval.
Americans *also* had their nappies in a knot over whether or not what Congress had already passed constituted sufficient language to approve a war.
What you have to understand is that "Americans" doesn't mean *all* Americans. It means a group of Americans, a group that's different when it came to Clinton and Kosovo on the one hand and * and Iraq on the other. There was overlap, Constitutional purists or anti-war folk of whatever political strip, that opposed both. There were a lot of (D) who supported Clinton but didn't support * and a lot of (R) who supported * but not Clinton.
The same holds true for Obama. There are lots of Americans who support him. It's a mistake to take a vocal subgroup for the entirety of the population.
"Americans on Facebook are uptight about Obama's not asking for Congressional approval" allows either the interpretation that *all* Americans on Facebook are uptight or just some Americans on Facebook are uptight. The only reasonable interpretation is tht *some* American on Facebook are uptight. If you don't like dealing with them, find another subgroup to focus on.
