The best Secretary of State in modern times was Madeleine Albright.

She spoke French, Russian, Czech, Polish and Serbo-Croat.

She came up through the Diplomatic Service and was trusted by members of Foreign Office of all major Nations.

I can not think of a better one in recent times.

Although I am getting pretty long in the tooth, I consider "modern" to be anything within my lifetime. In that lifetime, the best and greatest SOS was George Marshall. http://en.wikipedia.org/wiki/George_Marshall

That said, of more recent date, Hillary is way ahead of Madeleine, IMO.
