While it might be thought that the president's veto threat gives repubs a cover to vote for something that they don't want to pass, but the fact is that its really an empty veto threat since the Senate is never going to pass Boehner's bill (I suppose if anything, it increases the chances that it will pass the Senate by giving cover to some Democrats to vote for it).

Its not that the tea partiers in the House don't want the Boehner plan to become law, its that they don't want to be associated with supporting it. That said, with or without a veto, I think that the House does pass the Boehner plan, notwithstanding what we're reading. It will pick up a few Blue Dog votes and just enough repubs to pass by one or two votes. Then the idea from the repub side will be to put the blame on killing it on the Senate. If, and only if, the Senate passes it will it get to the President for the threatened veto. I think it doesn't get that far - the Senate rejects it and sends back the Reid plan to the House.

Then again, I could be wrong about everything. No one here in DC seems to have the slightest idea how this really settles out.
