2. Could this mean
that Jarrett and Carney are two different people sharing their individual opinions not a talking point?

Or could this mean the news outlets are now entering a new level of navel-gazing?

4. it could be that
but it happens SO MUCH that it looks like a strategy. Every time someone the administration says anything, have someone else come out the next day and say the opposite, for the people that didn't like the first statement.
