We're never going to get anything close to meaningful financial reform until those two are gone and replaced with ethical people.

11. Emanuel - no contest
His words and actions sometimes seem diametrically opposed to Obama's. It makes the administration appear disorganized and indecisive.

He appears eager to upstage and contradict his boss and sometimes it appears as though the two of them never talk.
