Why was this breaking news story buried in GD?

Berlin's new Pirate Party might well be here to stay

It was posted about half an hour after Deutsche Welle published it. Four short excerpts, informative, about a sensational political event that Americans may not get to read much about in their own publications.

However, the moderators came to consensus that this particular article was a background piece on the Pirate Party, rather than a hard news article about the election victory, which is why it was moved from the Latest Breaking News forum.
