Why is this post with a pro Cain graphic in it still up?

Why is this post with a pro Cain graphic in it still up?
I alerted on it twice yesterday. The first time I alerted, I thought the graphic was part of the poster's signature line. The second time I alerted was to clarify that it was part of the post and not the signature line. I double checked and figured that out.

Why is that allowed to stay up? I thought pro-Republican stances weren't allowed on DU.

Second, the text in that post is insensitive to those who have experienced sexual harassment. It looks like the comment alone would have warranted the post being deleted. The graphic just makes it that much worse. Why wasn't it deleted?

1. That's not a pro-Cain graphic.
It's an anti-Cain graphic based on his history of sexual harassment.
