I'll bet it was off and on for years. I don't think what Bush said publicly means much either way. My guess is that his seeming indifference to the subject reflected his administration's gloomy prospects for capturing him, given the shift in focus to Iraq and lack of good intelligence on OBL's whereabouts. No doubt the Bush team had people on this the whole time, though the real question is how many and how much funding they received. My guess is not much on both counts.

Bush failed to commit sufficient forces to get the job done, then let the situation in Afghanistan deteriorate and let AQ spread into nuclear-armed Pakistan while focus and resources were shifted to the unnecessary illegitimate war of choice in Iraq.

What was that about? Did it make Americans feel better to think that we had an entire terror network -- and Osama bin Laden in particular -- "on the run" and "living in caves"? Remember the whole "how hard can it be to find a 6'5" terrorist hauling a dialysis machine around the desert" thing? How ironic that he was encamped in an actual town, hiding in plain sight as it were.
