Question about a supposed senate bill to stop hearings on obama nominations.

I don't think this has any basis in fact, but my search ability sucks. A friend was telling me how the senate is going to pass a bill which would allow jeffrey dahmer to be head of health and human services without any hearings at all!! Now this sounds ludicrous to me. he says schumer is putting this bill forward. that sounds crazy to me because if obama wanted to appoint someone without a hearing, he could just wait until a recess and appoint them then like bush always did.

Have any of you heard of such a bill? I would like to be able to refute this 'scary' bill that I don't think even exists. Thanks so much.
