Couple Fined $1,000 On Gingrich Phone Call
Published: April 26, 1997

A husband and wife were fined $500 apiece today for intercepting a cellular phone call of Speaker Newt Gingrich discussing his ethics problems.

The couple, John and Alice Martin, two self-described small-town political junkies who got caught in a big-time political furor, pleaded guilty to using a radio scanner to intercept a call intentionally. They could have been fined $5,000 each.

The Martins said they heard the Speaker's voice on their scanner in December and taped the conversation to capture history.

The recording, which the Martins turned over to a Democratic House member, caused an uproar on Capitol Hill.

As part of the plea bargain, the Martins must cooperate with the Government in its investigation into how transcripts of the tape ended up in The New York Times, The Atlanta Journal-Constitution and Roll Call, a Capitol Hill newspaper.

The call -- between Mr. Gingrich and Representative Dick Armey of Texas, John A. Boehner of Ohio, Bill Paxon of New York and other Republicans -- took place as the House ethics committee was about to announce a settlement of its investigation of Mr. Gingrich.
