528 homeless people live on Philadelphia's streets, survey shows

A weeklong survey of the city's homeless found 528 people living on the streets, slightly more than half of them described as "physically vulnerable and at increased risk of death."

The count was conducted by 250 volunteers, who combed city streets and parks this week from 4 to 6 a.m. compiling a name-and-photo database.

Mayor Nutter hosted the volunteers Friday at City Hall and helped release the results of the survey.

"The big-picture goal remains the same," he said. "Philadelphia will become the first major city in America to end homelessness."

2. I guess counting them is a step in the right direction, but what are they going to
actually do to help these people get off the streets? They need homes.

I think 528 is probably a low number for the city's size, when compared with other cities. I believe Philadelphia has won awards for its efforts to help the homeless. But the more you help, the harder the cases that are left.

5. Philadelphia has been actively trying to 'end' homelessness for a long time
http://www.projecthome.org/ for one.

I put 'end' in quotes because I don't believe it is possible to end homelessness 100%. Some people like their freedom so much, they will not take any help that constricts their lifestyle in any way. Not saying people shouldn't try to help them, but just keep in mind it will be very difficult in at least a small number of cases.
