11. Other: Tip O'Neill
The line of succession is from President to Vice President to Speaker to etc. So Bush would have replaced Reagan, but if he'd been persuaded to resign, it would have been the Speaker, and I just checked who it was at that time, and it was Tip O'Neill, a Democrat.
