Wisconsin: ""The DNR may not consider the quality of information provided ..."
Scott Walker's budget contains the following language as relates to mining companies submission of environmental impact statements:

"The DNR may not consider the quality of information provided in determining whether the application is complete."




How does prohibiting the Wisconsin DNR from considering the quality of information provided by mining companies on their environmental impact statements benefit the citizens of Wisconsin?

So, as long as there's SOMETHING in every space provided, it counts as complete?
