28. Looks like an "awards" ad to me
It's very good, but I agree then wait for the payoff is too long for a TV ad.

However, I know that sometimes big ad agencies do a very artsy ad for a client that gets minimal run, but which is really designed to appeal to peers and to win ad industry awards.

This looks to me like it may be one of those.
