"An impasse over the federal budget reaches a stalemate. The president and Congress both refuse to back down, triggering a near-total government shutdown. The president declares emergency powers. Congress rescinds his authority. Dollar and bond prices plummet. The president threatens to stop Social Security checks. Congress refuses to raise the debt ceiling. Default looms. Wall Street panics."

3. It is a hokey way to explain Toynbee, but quite good
I mean Toynbee is a tad on the are you dense man? (It is when it was written) But it is in the same school. I find myself going back to that book often these days... we are there.

It is part of the cycle.

9. Yea, you got me. It struck me as interesting that Strauss & Howe got
today's scenario so right, even all the way back in 1997, especially considering the debt ceiling had never once been an issue for debate.

12. They are in the school of Toynbee
and yes, we had a scenario like this... remember the Government shut down during Clinton's first term... so it wasn't that hard to look into this and say it is going to be over fiscal matters. They did not get the exact particular right, but they were predicting another budgetary crisis. While technically this is not one, it is.
