Mittens, "Cut Cap and Balance" is a ruse to keep the Bush Tax cuts for the super rich + fake S-Corp small business like $30 Billion Bechtel from ever contributing beyond and average 11% tax rate. The CBO said they must end after the lengthy 10 year run. The War Department has grown 89% since 2001 and 300% since 1997. It needs to be cut.
