He should do so in front of a joint session of congress and start with demands for passage of an emergency bill to immediately put to work the unemployed to help in the repair effort.

Then he should ask the Republicans to give an after speech response.

While cutting the budget by 7.7 billion. But that will never happen. He lied about that.

He should have used the mandate he largely squandered and done this from day one.

I wanted a flaming sword, not a limp noodle.
