3. How about this: it's not actually "war" at all
Not in the proper sense, where there is a military confrontation that has an objective and an outcome. We haven't had one since 1945.

The endless "wars" are part of the business of empire. Harry Truman got it right when he described the Korean conflict as a "police action." Empires police the periphery -- they happen to do it with armies, so this has the superficial appearance of "war," but like policing, it's an ongoing activity. It's not expected to end, any more than civil policing does.

This helps clear some things up, like "What does 'victory' in Iraq mean?" and "Gee, the Afghanistan war has gone on longer than the Vietnam war." Nothing mysterious here, then -- policing continues constantly, and is not expected to have an outcome, but only an effect.

It also shifts the question to Is it a just empire, or is it just empire?

Still a good question!
