4. No they don't. Ford pardoned Nixon, who was never charged with any crimes.

13. I hope he does.
They are obviously never going to be indicted for anything and pardoning them would at least signal the presidents belief that they were guilty of crimes. Besides, I bet it would relly piss them off.

5. I think it would be fun
to just offer a pardon to every Republican in Congress whether they want it or not. Not in response to any investigations (Ha!) or requests, just say "Hey, thanks for all the 'bipartisanship' stuff, here's a pardon in case you get caught for anything you did - most of you might need it, so just in case..."
