Is there any way to implement the Jobs Plan without Congress?
I am embarrassed at my ignorance of how the federal budget works. I do know that in many states and municipalities the chief executive can move money around. Somehow I feel it's not enough for Obama to just lobby Congress to pass the Jobs Plan...can he implement at least some of it by executive order?

Congress has to authorize expenditures.

9. Where would Obama get the money (billions)
...to implement a Jobs' Program without Congressional legislation?

Do many believe that Obama can just create a Jobs' Program by himself?

No wonder voters are disenchanted with the Magic Man!

10. Actually, it would be easier to just simply ban the republican Party
More specifically, to criminalize the funding by declaring the GOP as an illegal organization under the RICO statutes. Once financing is banned, it would be illegal for republican activity to occur. That would actually be the ONLY logical step we can take to prevent this crap from happening.
