Grocers are cutting back on their stock. Everywhere you go, there will be at least ONE item that you can't get because they are out of stock. Is this just regional? Or is it happening everywhere?

2. only things I've noticed out of stock are the ones that were on a sale
and most of the sale items were still stocked. Maybe it's just your grocer or your area?

5. It happens here, all the time
My assumption is that they don't want to hire stockers to actually put things on the shelf.

Grocers do not overstock here either. You almost have to know when the bread deliveries will arrive. Same with the chip aisle. They seem to have more of what is most pofitable for them and not what is most in demand.

WalMart, and we shop those other two regularly - and Walmart from time to time. Shelves are consistently well stocked. on edit: Perhaps some of the outages you've seen are due to holiday shopping.
