8. Doesn't sound like he's stepping down so far...
He's saying that he promises to punish those who have engaged in violation and renewed his promise to protect the Constitution.

He could have resigned, at least, saved face,and handed it over to his sham vice president, but no.

From the BBC: Egyptian academic Mamoun Fandy says Mr Mubarak's words "will not wash". He says: "These young people are too smart. I don't know whether the disaster will start tonight or tomorrow, but we're in for a huge confrontation. Whoever wrote that speech is living in a bubble."
