See the increases of LIHEAP recipients by state

Most states saw increases. Not surprisingly, cold states in particular have had steep increases since 2008. Take particular note of how many people are eligible for the assistance in each state based on income. Much higher number than those actually getting the help.

From the site you posted, the people in Colorado-
Elderly 24%
Disabled 27%
Children under 5 26%

I don't know how to tell if there was an increase but I can say that this winter was brutal and the need is great. Our electricity fees here in Colorado took a jump last year. Now they're talking increases in natural gas.

4. But heat bills are suddenly really cheap now. Or something.
At least that's what I keep hearing--my heat bills have gone up a lot lately, and I live in a pretty warm place.
