The Wisconsin Democrats are fillibustering
Just as the Republicans in the Senate, use the rules to force compromise, so the Wisconsin Democrats are using the quorum rules to force compromise.

It is using the rules.
It is part of doing their job.

The filibuster is a tool to be used not abused like the Senate Repubs have clearly done but you already know that. Don't let that get in the way of your snark, though.

5. I think it doesn't matter, ultimately
Wisconsin doesn't need them present to pass, say, a right-to-work law. Then the unions are fucked for good in that state.
