Is Walker admitting that his plans won't bring economic prosperity?
Being raised in an economically depressed area, I know that governments struggle because of low revenue brought about by lower income, and thus less taxes, from workers and businesses. If things would turn around economically, there would be more revenue.
Walker acts like there will be low revenue forever, thus his need to destroy unions. I think that this signals his acknowledgement that his bills will continue to depress the wages of mosttaxpayers and only bring big pay offs to business and rich individuals who he is giving tax breaks to.

But his public campaign suggested that he was going to bring economic prosperity to Wisconsin. He obviously doesn't see that happening even decades later since he talks about children and grandchildren no longer being able to pay middle class wages to college educated government employees. He must really be planning on messing the economy up.
The only good news is that unless things do improve economically that he has no chance of being reelected.

3. You would be wrong if you think that would be Walker's goal.
You must understand, the mindset is for government to get out of the way. Everyone, everyone, EVERYONE (except the lazy and incompetent) will be prosperous once they make government small enough to drown it in the bathtub.

They believe this. It is their gospel.
