That's what it sounds like. Although he never mentioned "military force", it was insinuated strongly. This is some serious shit.

5. UN Security Council is one thing, flawed but legitimate

The US "going alone" on a no fly zone would be a serious mistake. One that Obama would not make.

The UK have planes but no carriers. We'd have to share with the French (the coalition government made that agreement before cancelling the construction of new carriers), use the airbase RAF Troodos in Cyprus, borrow Malta's international airport (a former RAF base) or ask Italy for the use of any air base in Sicily.

Unlike Iraq, Afghanistan, Vietnam, etc... This may be a situation where we should consider it (as a UN or NATO mission) if Libya keeps slaughtering its own people.
