Okay, I understand DNS less than I realized
WHY would a web address resolve for some locations and not others? That just seems odd to me. I can access DU via my phone's browser, but still nothing on the computer.

I'm a web developer, I thought I grokked this stuff... lol

1. DNS records don't propagate immediately. Look up TTL (Time To Live) for details.
I learn more about DNS every day, and I like it less every day.

22. moreover, not all nameservers honor the ttl
so it looks like DU is set for 600 seconds, a relatively short TTL. But some nameservers won't honor the TTL and will squelch the change for 24 hours, or more likely, until some overnight batch-procssing-of-change event occurs on a nightly basis.

Yes, I've made DNS errors, and it's a horror story in slow motion, because you know it's coming--the outage, that is--and there's nothing you can do about it other than dropping the TTL as low as you can and consoling yourself that the fix will propagate to *most* nameservers in a timely fashion.

2. Different ISPs have different name servers
The servers should all contain the same information, via updates sent between them, but something has gone wrong with the information for DU.

3. Caching...
DNS resolution is decentralized. When you type an address in, your local server (perhaps your ISP), maps it to an address. The DNS mapping has an 'expiration date'. Only after that expiration date will the local server query some master server to updates its records. The expiration date may be interpreted (or ignored) differently at different servers on the internet. So not everything is uniform and the time it takes from the time someone updates the master record to when 'everyone' in the worlds local servers receive the update can take up to 3 days.

5. Techies have to type in the correct number first
When you administer a domain, you have to assign the DNS an IP number, the computer number.

17. That part I understand.
It's the consistency issues for people viewing the site that had me scratching my head.

Thanks for the info.
