Ministers will be ordered to adopt urgent measures to wean the country off oil, amid rising concern that the Libya crisis has left the economy exposed to a dramatic rise in fuel prices.With fears growing that the cost of petrol could hit £2 a litre if instability in the Middle East persists and deepens, every government department will be told this week to comply with a new national "carbon plan" aimed specifically at "getting off the oil hook".

The energy secretary, Chris Huhne, told the Observer that the UK had no option but to speed up efforts to move away from oil. "Getting off the oil hook is made all the more urgent by the crisis in the Middle East. We cannot afford to go on relying on such a volatile source of energy when we can have clean, green and secure energy from low-carbon sources," he said. "The carbon plan is about ensuring that the whole of government is engaged in a joined-up effort to lead us into a low-carbon world."
The transport secretary, Philip Hammond, who has infuriated green groups by floating the idea of raising the motorway speed limit from 70mph to 80mph, will be told he must produce a nationwide strategy to promote installation of infrastructure for electric cars by June.

CNN states there's heavy gunfire at Green square in Tripoli but the Libyan tweets aren't talking about it.

The SAS story is causing a lot of chatter but it's all speculation.

Be back soon and hope the gunfire in Tripoli is just shooting in the air since all their communications are down. I hope Sirte is going well too. It's frustrating not to know. brb.

Does anyone remember which thread that was in? As a historian I hate to do this but I'm going to alert and have it deleted.

IMO, it makes clear how money becomes power --
We have to return to taxing wealth and prevent any such huge
amassing of funds as either Gaddafi or Bill Gates have.

On the personal side, how much does a son fear a father like Gaddafi when

Djerba, Tunisia (CNN) -- U.S. military planes headed for Cairo took off from Tunisia Saturday, evacuating Egyptians fleeing the Libyan conflict, a deadly war spurring a massive refugee flight.

Two Marine planes left the airport in the Tunisian island of Djerba with a total of 132 Egyptians on board, the U.S. State Department said.

Two additional Air Force C-130s are en route to Djerba and will take another group of Egyptians home. All four U.S. planes are expected to arrive in Cairo by Saturday night, U.S. officials said.

There are at least 10 other evacuation flights scheduled for Saturday -- six British, three Spanish and one Italian -- said Firas Kayal, a spokesman for the United Nations refugee agency.

AJE correspondent in Tripoli said her gov't. contact assures her it's celebration of regime military victories (claims they took Misurata, Ras Lanuf in last few hours).

Official told her she could walk to Green Sq. and see for herself. She says, "I'm not quite sure that walking to Green Square would be safe right now."

Gunfire is accompanied by honking of car horns; reporter says it doesn't sound like the kind of celebratory gunfire heard at weddings. Notes that 2 police cars stationed outside the hotel where journalists are staying took off at high speed with tires squealing when gunfire began.

With dawn breaking now in Tripoli, AJE's Anita McNaught reports the firing also includes machine guns and heavier caliber weapons (possibly armor-piercing munitions).

She's also seen many police cars racing around the city.

She said there were celebratory fireworks an hour or so ago, and it's posible the regime had some strategic victories overnight.

"But that is not the whole story here in Tripoli this morning."

Resident Sadoun Misrata just reported to AJE by phone that opposition remains in control, but a small pocket of G militia is at the AFB and is surrounded by opposition (army defectors and citizens).

Kidnappings by loyalists are "the issue the city is dealing with at the moment." Loyalists have kidnapped up to 80 people, he reports, and the opposition is working "to cleanse the city of this activity."

Libyan state TV now showing scenes of crowds celebrating in Tripoli's Green Square and repeating claims that Az Zawiyah, Misurata and Tobruk have all been recaptured by Gaddafi's forces.

However, rebel groups say that they are still in control of these areas.

State TV says that forces loyal to Gaddafi have recaptured the third city of Misrata and the oil town of Ras Lanuf taken by rebels on Friday.

But Sadoun Misrata, speaking live to Al Jazeera from Misurata says that there is absolutely no truth to those claims.

He said that the army in Misurata has sided with the people, but the only concern at the moment was the kidnapping of opposition members by Gaddafi loyalists.

...determination of the revolutionaries. I think it shows that his loyalists are far lower in number than the best estimates might suggest. Az Zawiyah is strategically important long term, but Ras Lanuf is important short term as it boosts morale and moves the rebels one step closer to Sirte. If there is infighting in Sirte as is reported, Sirte could fall easily, thus nearly completing the strategic supply line necessary to take Tripoli. The next few days are going to tell the full story. With hope the revolutionaries can hold on to Az Zawiyah a little bit longer, but I think the loss of Ran Lanuf was, to Gaddafi, a blow, and he'll redirect his armies to the east.

Gaddafi's propaganda organ lies about the reality, but he may be desperate to achieve a real military victory.

That could be both bad and good. Bad if he increases use of airstrikes and bad for the target(s) of his forces. Potentially good if concentrating his forces on one or two objectives leaves him vulnerable.

I'm optimistic too, Josh. It's looking more and more every day like he can't last much longer.

Al Jazeera has learned that despite UN sanctions, India, China and Austria are still buying Libyan oil, legally. These three oil fields provide Gaddafi's regime with 80 per cent of its revenue. The international business newspaper The Financial Times reported Friday that India, China and Austria are still buying Libyan oil-- legally.

A representative of the newspaper said in an interview with Al Jazeera that the problem is that the U.N. financial sanctions recently imposed on Libya are directed at individuals, not at institutions like Libya's central bank.

It appears that oil payments can continue to be made to Libya--just not individually to the persons named in the U.N. sanctions.

Access to the Financial Times story is limited to registration, and registration isn't possible at the moment due to a high volume of traffic. Here's their headline and link, in case anyone wants to see the story and can gain access:

is the on-the-ground reporting of individuals. In a way you get to know them, feel their emotions- pain, fear, elation- and worry about them as individuals when they aren't about.

Excellent observations!

It occurred to me in the last few days that we never followed the experience of our own troops at war in Iraq and Afghanistan the way we've followed events in Egypt and Libya and the experience of the protesters and freedom fighters in those countries.

U.S. troops in OEF/OIF were able to post on Facebook, though they were limited by Pentagon restrictions, and accessibility of their postings was limited. I know that the Pentagon tightened the restrictions, further limiting the ability of soldiers, sailors, airmen/women and Marines to communicate (or at least limiting what KINDS of information they are permitted to communicate).

I haven't seen any information about troops tweeting. If they do (and that very well may be happening), it's apparently nothing like what we're seeing coming out of the ME and Africa now.

And I haven't seen that kind of communication coming from Iraqi and Afghani residents, either. If we had that, it would certainly enrich our understanding of what is happening in the wars our country is fighting--as well as our compassion for the people who are caught up in and most directly affected by those events and our national policies.

Funerals have been held in Benghazi for some of at least 39 people killed in an explosion at an arms dump on Friday. The attack is being blamed on Gaddafi's forces.

At least 130 more were wounded after the arms depot was struck by two air missiles fifteen minutes apart. Fire Fighters tried to quell a subsequent fire but were blown away by another explosion that ripped through the army base.

A local doctor says body parts have been found strewn amongst the debris.

The Associated Press news agency reports Libyan warplanes have launched airstrikes on an anti-Gaddafi force advancing towardthe Libyan leader's stronghold of Sirte.

An AP television crew saw the airstrikes targeting the rebels on Sunday.

AJE's Jacky Rowland just reported from Ras Lanuf that she saw what she called a "possible drone" flying over the town, "very high up," higher than the regime helicopter gunships that are flying in the area.

Rowland suggested it is from some other power, "possibly U.S., possibly NATO" keeping an eye on things.
