Qaddafi's latest gambit: Convince the European public that they really want him to stick around, with all the stability that entails.

He spoke today to TV network France 24.

This quote (via Reuters) certainly stands out: "There are millions of blacks who could come to the Mediterranean to cross to France and Italy, and Libya plays a role in security in the Mediterranean."

Bear in mind that after the fall of Tunisia's Ben Ali, Italy has seen a wave of immigrants that continue today.

German-Italian plans are going ahead for the European Union to set up camps in Libya to prevent illegal migrants from reaching Italian shores and fanning out across Europe, Italy's interior minister said yesterday.

In June 2003, Britain was forced to drop similar proposals to create asylum camps outside the European Union after pressure from Sweden and France who said they breached international law.

Italy and Germany revived the idea of migrant repatriation camps outside the wealthy European bloc over the summer, but have met criticism from EU lawmakers and human rights groups.

"The camps will go ahead. There was never a problem with the proposal, there were only polemics that ended up in newspapers," Giuseppe Pisanu said in an interview with Il Messaggero newspaper a day after meeting Libyan officials in Tripoli.

Italy is to send 150 police officers to Libya, along with aircraft and infra-red tracking equipment, as a first step towards the creation of holding camps for illegal migrants passing through North Africa bound for Europe.

The deal between Italy and Col Muammar Gaddafi's regime is widely seen as a pilot project for a European Union policy of processing asylum seekers before they reach EU soil.

This would effectively sub-contract the job of migration control to buffer states which often have a record of harsh treatment of refugees

27. The National Front in France and the Northern League in Italy are strong RW anti-immigrant
parties that have no reservations about using race to promote their agendas. It's part of their fear-based "us vs. them" campaigns that is all they know how to do.

Gaddafi is smart enough to know the conservative governments in power in France and Italy are very susceptible to threats of a wave of dark-skinned immigrants being unleashed on their shores. It's why they have paid him billions to stop the flow of immigrants. I wonder if they realize how Gaddafi is now spending the money to keep immigrants away.
