The international business newspaper The Financial Times reported Friday that India, China and Austria are still buying Libyan oil-- legally.

A representative of the newspaper said in an interview with Al Jazeera that the problem is that the U.N. financial sanctions recently imposed on Libya are directed at individuals, not at institutions like Libya's central bank.

It appears that oil payments can continue to be made to Libya--just not individually to the persons named in the U.N. sanctions.

43. Yeah, but EUs accounts are frozen but contractually they still get the oil.
So basically they pull up with their big tanker ship, say "fill 'er up" and the Libyans have to, even though they're not getting immediately paid for it. If I understand correctly. I could be wrong.

Once the revolution is complete and the accounts are unfrozen the payments are then made.

52. That's not my understanding
Libya's institutional accts are not subject to sanctions, so Libya can be paid under the contracts. Personal accts of Gaddafi & cronies are frozen, but those named countries above are still paying for Libyan oil--legally.

There was a recent addition to the sanctions that could affect this, but that wasn't clear from the initial media reports (which stated themselves that the ramifications were unclear).

The Financial Times may have more info; I haven't been able to register for access due to high traffic volume.

The quotations have universal power, and that’s why they’ve stuck in the minds of these young Libyans. Ideas of human rights and freedom are cited here alongside the belief that Allah is on their side, their fate lies in his hands, and to be martyred is glorious. But as we stand in the desert, looking at the rudimentary defences this rebel force is building, with ancient anti-aircraft guns and the occasional tank dug into sandbanks, listening to young men talking of their hopes for democracy and peace, I find myself thinking of other lines from history and poetry.

Of the young British, German and Italian men who fought here in the North African desert in 1942, in the punishing El Alamein campaign. And, a quarter century earlier, of Wilfred Owen and Siegfried Sassoon, who chronicled the waste of young lives in the trenches of Flanders and the Somme. The pity of war, the pity war distils. Dolce et Decorum es.
