1. The police/prison industrial complex has to justify its
existence even if that means arresting and jailing people who have committed no crime. They have to do something to justify stopping everyone guilty of walking down the sidewalk while brown or freaky-looking. Lets the sheeple know who's boss, and it ain't us.
