Libya's beleaguered rebels may have gotten a reprieve. The United Nations Security Council not only passed a resolution imposing a no-fly zone over Libya but authorized ground attacks on regime forces besieging the opposition stronghold of Benghazi. Many of the rebel fighters and residents who have fled the front lines to the eastern city of Tobruk in recent days had said that without speedy international assistance, disaster would unfold within the next 24 hours. At the news of the U.N. vote, Tobruk erupted immediately into celebratory gunfire, fireworks, and fog horns sounding from ships in the harbor. It was an emotional reaction that eclipsed rebel joy at their conquests of Brega and Ras Lanuf barely two weeks before — cities they have since lost.

In Gaddafi's capital, the regime's Deputy Foreign Minister Khaled Kaim told foreign journalists in a press conference at 2 a.m. Tripoli time that the Libyan government was "ready immediately" to implement a ceasefire, but needed further discussions with UN officials about the "technicalities."

For decades, he has demonstrated a willingness to use brute force through his sponsorship of terrorism against the American people as well as others, and through the killings that he has carried out within his own borders. And just yesterday, speaking of the city of Benghazi -- a city of roughly 700,000 people -- he threatened, and I quote: “We will have no mercy and no pity” -- no mercy on his own citizens.

Now, here is why this matters to us. Left unchecked, we have every reason to believe that Qaddafi would commit atrocities against his people. Many thousands could die. A humanitarian crisis would ensue. The entire region could be destabilized, endangering many of our allies and partners. The calls of the Libyan people for help would go unanswered. The democratic values that we stand for would be overrun. Moreover, the words of the international community would be rendered hollow.

And that’s why the United States has worked with our allies and partners to shape a strong international response at the United Nations. Our focus has been clear: protecting innocent civilians within Libya, and holding the Qaddafi regime accountable.

That’s why I have directed Secretary Gates and our military to coordinate their planning, and tomorrow Secretary Clinton will travel to Paris for a meeting with our European allies and Arab partners about the enforcement of Resolution 1973. We will provide the unique capabilities that we can bring to bear to stop the violence against civilians, including enabling our European allies and Arab partners to effectively enforce a no fly zone. I have no doubt that the men and women of our military are capable of carrying out this mission. Once more, they have the thanks of a grateful nation and the admiration of the world.

I also want to be clear about what we will not be doing. The United States is not going to deploy ground troops into Libya. And we are not going to use force to go beyond a well-defined goal -- specifically, the protection of civilians in Libya. In the coming weeks, we will continue to help the Libyan people with humanitarian and economic assistance so that they can fulfill their aspirations peacefully.

Gaddafi forces 'try to storm Benghazi'

Reports say rebel stronghold in Libya's east facing assault from several sides despite government's self-declared truce.

Reports from Libya say pro-government forces have entered the western outskirts of the opposition stronghold of Benghazi, with the city coming under attack also from the coast and the south.

Witnesses in Bengazi, in the east of the country, said they heard large explosions early on Saturday. Al Jazeera's Tony Birtley, reporting from the city, told of multiple explosions taking place and a fighter jet getting shot down.

Government troops reportedly bombed the southern Benghazi suburb of Goreshi among other places.

Fresh fighting was also reported in the rebel-held towns of Misurata, near the capital Tripoli, and Ajdabiya, which lies close to Benghazi.

27. Not surprising.
If Gaddafi's troops get into the city they become immune to NATO bombing so naturally they would push hard. They should have been hit before the arrived, then it would have been another "highway of death" and payed loyalty isn't really up to something like that.

29. The UN was wise to include language that indicates the protection of civilians.
Unfortunately I have a blinding headache and am exhausted and I don't think they'll implement that language in action until around the time I wake up.

Pro-Gaddafi snipers have killed two people in Misrata, Reuters reports.

A resident, called Saadoun, told the news agency:

"We have two people dead this morning ... because there are snipers on some houses and they are shooting people, they are shooting whoever they see."


11.26am:

More on the situation in Benghazi where Gaddafi's troops have entered the city and are fighting rebel forces.

One witness told Reuters they saw a blast near the rebel national council building that was barricaded by concrete blocks.



Six 4x4 pick-ups mounted with machine guns were moved to the Benghazi seafront. But the relatively light arms of rebel forces have proved a poor match for Gaddafi's heavy firepower.

Standing next to his Benghazi home, Hassan Marouf, 58, said: "Europe and America have sold us out. We have been hearing bombing all night, and they have been doing nothing. Why?"

"We have no one to help us but God. Us men are not afraid to die, but I have women and children inside and they are crying and in tears. help us," he said.

Al Jazeera TV has broadcast images of rebel tanks in the streets of Benghazi waving the flag of the revolution after Gaddafi forces pulled back.

The news channel earlier reported that the cease fire announced by Gaddafi's regime was never mentioned on national television and appears to have only been aimed at the international media and governments.

Just spent a couple hours watching his old reports. I couldn't help but think not only about the lives lost, but the loss of talent and leadership for a whole generation. We can only hope now that the whole generation isn't lost. gotta win for Mo, no other option.

We're still waiting for an announcement from Paris where Western and Arab leaders are holding an emergency summit over the crisis in Libya.

French officials have said that they expect military action to enforce the UN resolution against Gaddafi's regime could begin within hours after the meeting.

British prime minister David Cameron, French president Nicholas Sarkozy, and US secretary of state Hillary Clinton held talks before the before the start of the summit at the Elysee Palace.

They are understood to have viewed footage of this morning's events in Benghazi, including the downing of the jet, and were said to be "monitoring the situation on the ground very closely", PA reports.

British deputy prime minister Nick Clegg chaired a meeting of the government's Cobra emergency planning committee in Downing Street.

In his regular weekly video message released in Washington, President Obama said: "We will work with our partners in the region to protect innocent civilians in Libya and hold the Gaddafi regime to account."

Rebels told the Guardian that Gaddafi's forces had entered the south-west of Benghazi, where a large, well-armed contingent was holding them back. The rebels later claimed to have repelled the Gaddafi forces, saying they had captured tanks and prisoners.

Inside the city, residents set up makeshift barricades with furniture, benches, road signs and even a barbecue at intervals along main streets. Each barricade was manned by half a dozen rebels, but only about half of those were armed.

Susan Rice, the US ambassador to the UN, said she believed Gaddafi had violated the terms of the UN resolution which required him to stop fighting in Libya.

Misrata residents have said that government snipers are shooting people from rooftops and the hospital can not operate on the wounded because it has no anaesthetic.


Misrata, about 200km east of Tripoli, is the last big rebel stronghold in the west of the country and people living there say Gaddafi forces are still trying to retake it despite a ceasefire.

People said there was some shelling in the city this morning and that the city was facing a humanitarian crisis because water supplies were cut for a third day.

A Misrata resident called Saadoun told Reuters:



"I am telling you, we are scared and we are alone. We have two people dead this morning, not because of the shelling but because there are snipers on some houses and they are shooting people, they are shooting whoever they see... We are all scared here, the people of Misrata are scared. We feel a humanitarian crisis is coming."

Together, we have decided to ensure the resolution of the Security Council demanding an immediate ceasefire and the stopping of fighting in Libya. The participants have agreed to apply all means necessary, in particular military ones, to respect the decisions of the UN Security Council.

"That is why in agreement with our partners, our air forces will fight any aggression on behalf of Colonel Gaddafi against the population of Benghazi. Our planes will prevent aerial attacks on the town. Other French planes are ready to intervene against tanks who would threaten civilian people.

"From yesterday, France, the United Kingdom, the United States, and Arab countries have sent to Colonel Gaddafi and to the troops that he employs the follow warning: in the absence of an immediate ceasefire, and failing a withdrawal of the forces that have attacked the civilian population over the last few weeks, our countries will resort to military action.

"This warning was repeated by all the participants at the summit that has just concluded. Colonel Gaddafi has disregarded this warning. During the last few hours his troops have intensified their deadly offensive.

"Arab countries have chosen to free themselves from the slavery in which they felt themselves trapped for too long. These revolutions have created an enormous hope in the heart of all those who share the values of democracy and the rights of man.

"But it is not without risk. The future of these Arab people belongs to them. In the midst of all the difficulties and challenges that they have been faced with these Arab populations need our help and our support and it is our duty.

"In Libya, a civilian population which is passive which requires nothing further than the right to choose itself its destiny finds itself in danger of life. We have a duty to respond to its angst-ridden call.

"The future of Libya belongs to the Libyans. We do not want to take a decision on their behalf. The fight that they are undergoing is their's. If we intervene on the side of Arab nations, it is not to impose on the Libyan people, but to apply to a universal conscience that cannot tolerate such crimes.

"Today, our intervening in Libya with the mandate of the UNSC, with our partners, namely our Arab partners, we do it to protect the civilian population, and to protect it from the deadly madness of a regime which by assassinating and killing its own people has lost any legitimacy. We intervene to allow the Libya people to choose itself, its destiny.

"It cannot be prevented from these rights through terror and violence.

"There is still time for Colonel Gaddafi to avoid the worst by agreeing unreservedly to all the requirements of the international community.

"The door of diplomacy will reopen when the fighting will stop. Our determination is total, and I say it with solemnity. Everyone now finds themselves faced with their responsibilities. It is a serious decision that we have been forced to take, together with our Arab partners, our European partners, our North American partners, France has decided to take up its role in front of history."

"Colonel Gaddafi continues to defy the world.

"His attacks on civilians go on. Today we have been monitoring the troubling reports of fighting around and within Benghazi itself. As president Obama also said, we have every reason to fear that left unchecked, Gaddafi will commit unspeakable atrocities.

"It is against that backdrop that nations from across the region and the world met today here in Paris to discuss the ways we can, working together, implement UN Resolution 1973. We all recognise that further delay will only put more civilians at risk.

"So let me be very clear about the position of the United States. We will support an international coalition as it takes all necessary measures to enforce the terms of resolution 1973. As you may know, French planes are already in the skies above Benghazi.

"Now America has unique capabilities and we will bring them to bear, to help our European and Canadian allies and Arab partners stop further violence against civilians, including through the effective implementation of a no-fly zone.

"As President Obama said, the US will not deploy ground troops, but there should be no mistaking our committment to this effort.

Western planes led strikes against Muammar Gaddafi's military as world leaders ordered the biggest intervention in the Arab world since allied forces invaded Iraq in 2003. The patience of the international community finally ran out as Gaddafi's troops pounded the rebel stronghold of Benghazi hours after the Libyan dictator had promised a full ceasefire and invited foreign officials into his country to monitor it.

After US, European and Arab leaders met for urgent talks in Paris, the French president, Nicolas Sarkozy, said his aircraft were already in action to stop what he described as Gaddafi's "murderous madness". He said: "Our air force will oppose any aggression by Colonel Gaddafi against the population of Benghazi. As of now, our aircraft are preventing planes from attacking the town. As of now, other French aircraft are ready to intervene against tanks, armoured vehicles threatening unarmed civilians."

Even before the summit, military sources said French Rafale planes were carrying out reconnaissance missions. Rafales are designed for bombing, reconnaissance and air defence purposes, but can also be equipped with laser-guided bombs for air strikes.

A French official said a French fighter jet had fired on a Libyan military vehicle in the first exchanges with Gaddafi's forces. French defence ministry spokesman Thierry Burkhard said the strike had been reported around 16.45 GMT. France expects to carry out most of its air missions from its base on Corsica while it is believed UK fighters would be deployed from southern Italy or Cyprus. An American official said that the US intended to limit its involvement to protecting allied air missions by taking out Libyan air defences with missile strikes launched from US Navy ships stationed in the Mediterranean. Six Danish F-16 fighter jets landed at a US air base in Sicily, while Canadian CF-18 Hornets were also in the region.

The US Navy has three submarines stationed in the Mediterranean Sea that are preparing for operations against Libya, a US defence official has told Reuters.

The Associated Press earlier reported that while the US did not intend to use fighter jets in the initial stages of the conflict in Libya, they would use sea-based assets to launch Tomahawk cruise missiles at Libyan air defences.

69. BREAKING, MSNBC: Pentagon launched strikes on Libya this afternoon
In Operation Odyssey Dawn the strikes are targeting integrated anti-aircraft defense systems along Libya's North coast using Tomahawk missiles and other ordnance.

MSNBC reports that 11 sites were targeted, and the strikes should be completed by the time the president makes his statement.

Al Jazeera's correspondent Kimberly Halkett was present at a Pentagon briefing on operations in Libya. She reports that the US is targetting Integrated Missile Defence Systems along the Libyan coast.

Those strikes are the first wave, where the US is in the lead of coalition efforts which involve France, Italy, the United Kingdom and Canada.

The US will be in control for an unspecified period of time, but then will transfer control to coalition forces. Currently operations of the Joint Task Force are being run from the USS Mt Whitney. There are about 25 ships and submarines present in Mediterranean that will be taking part in operations.

Vice Admiral William Gortney, the Director of the US Joint Staff, just completed his briefing. He said that US is "the leading edge" of coalition military operations on Libya, which are aimed at preventing further attacks on civilian and opposition targets and also at degrading the Libyan ability to violate a no-fly zone, both as authorised under UN Resolution 1973.

He said that the US had struck more than 20 air defence system targets, mostly on Libya's west coast, including communications and SA-5 (surface-to-air) missile sites, as well as the C-2 architecture that goes with those long range missile sites.

About 110-112 Tomahawk missiles were used during the operation, which was critical to creating conditions to be able to set up a no-fly zone.

He said that US military aircraft were not currently in Libyan air space in this phase of operations, and that the US was using its "unique capabilities to shape the battlespace" before handing over command of operations to other coalition leaders.

Currently, officers with coalition partners are aboard the USS Mount Whitney, from where military operations are being commanded.

He also said that further action will depend on a bomb damage assessment, adding that this could not be done using US Reaper or Predator drones, as they were not being deployed. He anticipated that this would take 6-12 hours.

Reporting from Washington— U.S. warships launched airstrikes at targets along Libya's coast on Saturday in an opening attack to degrade Moammar Kadafi's air defense systems and allow international allies to establish a no-fly zone aimed at protecting civilians.

The U.S. and Britain launched more than 110 Tomahawk missiles at more than 20 targets. The strikes targeted specifically surface-to-air missile sites and radar detectors that are part of the Libyan military's air defense infrastructure, said Vice Admiral William E. Gortney, commander of U.S. Naval Forces Central Command.

The U.S. had identified sites along the coast of Libya, including around the capital of Tripoli and the city of Misratah, the Pentagon confirmed.

While President Obama has emphasized that American forces would play a subordinate role in enforcing the no-fly zone over Libya, the Pentagon said the U.S. had to lead the operation in its early days because it has the greatest capability to destroy Kadafi's air defenses, a key prerequisite to taking control of Libya's airspace.

If the Misurata report is true, that would be the Khamis brigade headquarters and fuel store. IIRC, that's NW of the city and a short distance from pop. centers. It was taken briefly by protesters on Feb. 27th -before they had armed themselves with anything more than rocks, knives, and a few small weapons.

As British, French and Canadian warplanes sped towards Libyan airspace, Gaddafi's "ceasefire" had proved to be a fiction. His troops had penetrated deep into Benghazi, where street battles and an artillery bombardment continued through the day. News reports estimated that at least 26 bodies and more than 40 wounded people had been taken to the city's Jala hospital.

Distancing the US administration from proposed military action was also, a Downing Street source admitted, part of the process of building support for the UN resolution. Cameron spoke to Obama shortly after it was passed but that was the first time in eight days. It was important, the source said, that this did not look like a western initiative – the shadow of Iraq was ever present. "We have been thoughtful about the prime minister's interventions, and the first calls on Wednesday night were to Arab countries," said one source. Indeed, while the White House was untroubled by calls from London during the week, Cameron twice rang the prime minister of Qatar, Hamad bin Jassim bin Jaber al-Thani.

But, while listening intently to Gates, Obama's mind was open. While he and his secretary of state, Hillary Clinton, were sceptical, even as late as Sunday, on whether military action was desirable, they did not rule it out. When Gaddafi then appeared to be pushing back the rebels, Clinton changed course and formed an alliance with a handful of aides to turn the president's head.

With Samantha Power, a senior aide at the National Security Council and Susan Rice, Obama's ambassador to the UN, the three women countered Gates's arguments that Libya was a risk not worth taking. They were able to show Obama that the Arab world wanted action, and while the president seemed at times more concerned with unfolding events in Yemen – where the American Fifth Fleet is docked – he was persuaded within 24 hours of the case for action.
