3. I thought it was more than $7B

The last I heard they were around $8-10B. The local govt got caught low-balling the public about 2 years ago. They were told by the vendor that the cost was going to be $6B and they went out and told the public it was going to be $4B; when it jumped to $8B the public dug out the truth. It was quite a story and that is from fuzzy memories, but I think it's essentially correct.

2. I was just speculating about that on another thread.

TEPCO just went to the banks looking for between $19-25Billion for cleanup, even though most of the cost is falling on the public (in more ways than one although the pun wasn't intended).
