10. Other - marriage should be neither "legal" nor "illegal"
As far as the government is concerned, a citizen should be a citizen, not a married citizen, not an unmarried citizen, and no benefit should accrue to anyone because of what is, after all, a religious contract. Education, on the other hand, is of vital national interest. :hi:
