1. If the 'war' you refer to is that intervention in Libya....
The 'intervention' will be paid back in full (first with the gawd-awful regime's 'Frozen Assets' and if that is not enough, in case it 'would' last 'longer than expected at first' with 'Liberated Libya's oil revenues' on a long term basis).

As for the 'other' wars, well, Iraq has a 'surplus' but... they were 'invaded illegally' by cheney/bliar, and Afghanistan, well... they don't have oil, and China has all the mining contracts...
