Was the net-neutrality vote a set-up?

The Senate is allegedly going to vote in favor of net neutrality, and in essence, ward off millions of dollars in lawsuits from the State Attorneys who still have a conscience. The Senate never moves this quickly. So, I'm wondering if someone saw the advantage of creating a sweetener to soften the blow from their bitter tax bill?
