Mental health, criminal background, and the Commissioner’s final discretion. The applicant must also declare a reason for firearm possession acceptable to the Commissioner. If issued, the license must be renewed annually . Seems somewhat more restrictive than USA federal law at any rate. I’m thinking that dunce cap belongs on your head.
