Former Trump campaign chairman Paul Manafort has filed a lawsuit challenging the authority of special counsel Robert Mueller, The Hill reports.
From the filing: The investigation of Mr. Manafort is completely unmoored from the Special Counsels original jurisdiction to investigate any links and/or coordination between the Russian government and individuals associated with the campaign of President Donald Trump. It has instead focused on unrelated, decade-old business dealings specifically, Ukraine political campaign consulting activities of Mr. Manafort.

(4,157 posts)His pleading notes that the Special Counsel statute, which empowered Ken Starr and Whitewater, expired in 1999. I still think he's grasping at straws.

Unlike the Independent Counsel Act (which expired in 1999), under which Ken Starr operated as a special prosecutor subject to the oversight of a panel of the DC Circuit (which could and did, on request, expand the scope of Starr's investigation), Mueller is operating under the terms of the Special Counsel Act which, Manafort alleges, requires the scope of the special counsel investigation to be specifically described in the authorizing order and only can be expanded after consultation with the Attorney General (or in this instance Rosenstein). The claim is that the original order from Rosenstein circumvented the process spelled out in the statute and implementing rules by preemptively giving Mueller broad authority beyond the specifically described investigatory scope without requiring Mueller to present a case-by-case argument to Rosenstein for expanded authority.
