It reads :

Where without California you red staters would be in big trouble, we subsidize your inability to support yourselves.

I hear the sign was removed quickly, that it was paper, event though it looks like a real sign.

I mean, I assume you can't just freely attach fake road signs with offensive messages to the posts holding up actual official signage.
