No excuse. Doesn't even look like she's wearing shoes. Obviously, no insurance. I would say, if this gentleman had this much trouble just getting her to sit down, she's not going to get on a bus, or be able to figure out where to go. She's either seriously ill, or doped to the gills. Probably both.
