(82,383 posts)evil - it is about families - getting immigrants from the families of those already here. That stabilizes things.
The Diversity lottery was racist to begin with! It was to get more European immigrants. It lets people from low immigration countries butt in line ahead of people from high immigration countries.

One funny thing he said to me, "There is a Trump Tower in Indonesia." That seems to be a mark in my nephew's favor.
Yeah, it's about families.

(34,075 posts)You are correct that it permits people from low immigration countries to get "in line" ahead of those from high immigration countries. But some of the high immigration countries that are skipped over are European countries - initially the UK and its dependent territories. Canada isn't in Europe - but it is largely white, and has always been ineligible.
The eligible countries the first year were:
Bangladesh (Asia), Brazil (Latin America), Columbia (Latin America), Ecuador (Latin America), Guatemala (Latin America), Haiti (Latin American), Nigeria (Africa), Pakistan (Asia), Peru (Latin America), Poland (Europe), and Russia (Europe/Asia).
There are only 1.5 European countries on that list, out of 11.
Currently the eligible countries are Ecuador (Latin America), Guatemala (Latin America), Poland (Europoean), Russia (Europe/Asia), and Taiwan (Asia) - 1.5 European countries.
There are disproportionately more Europeans selected, but that is because there are disproportionately more European applicants (typically 20-30% of the applicants)
