It's the bank that's getting the waiver.

They were involved in the Libor scandal. Not quite bribery, but certainly corruption or appearances thereof, and they were convicted. Strictly speaking, Deutsche Bank (and some others) shouldn't be allowed to manage some sorts of assets. The waiver allows them (and other banks) to do so.

Mueller's presumably looking into the extent to which the DB taint extends to Trump. Or perhaps something entirely different from Libor. Don't know, and patient enough to wait.
