In the actual non-criminal realm, we make deals with people without there necessarily being 'trust' (esp. of the type you're describing) between the individuals ALL THE TIME.

We rely on things like 'contracts' and 'rule of law' and things of that nature. I can make a 'deal' to buy a car from a shady used car salesman because there's contracts, and laws, protecting my interest.

CRIMINALS 'require trust for deals to get made' because they operate outside the normal parameters of LAW.
