Can we get something straight on who owns the House and Senate

It's the Republican majority. And it's the Rep. Majority because they control the floor.

CHIP is in this spending bill because the issue couldn't be brought up by the minority. So now it's attached to a budget the Democrats can't support. The Democrats are not against CHIP, they're against this budget and spending bill as constituted.

In the Senate, the spending bill would pass with 70 votes or more, if the Graham-Durbin DACA amendment was allowed to be voted on, either as a stand alone bill or as an amendment to the spending bill.

By having a slim 1 vote majority, the Republicans get to say if and when any bill gets voted on.

The shut down has less to do with the Filibuster rule and more to do with allowing bills to come to the floor for a vote.

I'm a little frustrated that the Democrats are not framing this issue this way.

"Let the Senate vote on the Graham-Durbin Amendment, without a filibuster, and we'll allow the spending bill to be voted on, without a filibuster"

How's that for a deal?
